For the same reason you use galvanised posts in the ground for your shed or fence - when it's exposed to moisture continually, galvanised steel just lasts longer than Zincalume®, due to having at least three times the protective coating weight of typical Zincalume® steel. And although the liner keeps the water fresh in your tank, condensation will form between the liner and the tank wall.
